This extremely beautiful piece is a result of a new Debussy's experimental approach to the piano sound. He found many interesting possibilities to "paint" by music sounds. This kind of a new musical language is fleshed out in the Harp arrangement.
John William Waterhouse (1849-1917) was an English painter who lived during the time of Debussy. Beautiful women from his pictures sometimes don't have the flaxen hair but their image is correlated with Debussy's "Girl with the flaxen hair" just perfectly.
