How to Diagnose a No Crank, No Start Chevy Avalanche or Silverado 5.3L (Blown 20a PCM B Fuse)

This is how I diagnosed my 2005 Chevy Avalanche that stopped running while driving, and left me with a no-crank condition. Turning the ignition/key didn’t activate the starter, and didn’t turn over the engine. I diagnosed it as a blown 20a PCM B fuse in the under hose fuse box. The most common cause for this is a dying fuel pump. See comments for extensive discussion on the topic.
