What is an Emergency Landing Facility (ELF)?
An Emergency Landing Facility (ELF) is a specially designed stretch of highway that can be used as a temporary runway for military aircraft during war, emergencies, or natural disasters. These facilities are developed on national highways with reinforced surfaces and specific technical standards to allow fighter jets and transport aircraft to take off and land safely.
ELFs act as alternative airstrips when regular air bases are damaged, unavailable, or strategically risky.
Why is ELF important for India?
1. Strategic Defence Preparedness
ELFs enhance India’s air defence capability, especially near sensitive border regions such as the India–China border. In case of war or emergency, aircraft can operate from highways instead of traditional air bases.
2. Rapid Military Mobilisation
They enable quick deployment of:
Fighter jets
Transport aircraft
Rescue and relief operations
This ensures faster response during military conflicts or disaster situations.
3. Protection of Air Bases
In modern warfare, air bases are primary targets. ELFs provide backup landing and take-off options, increasing survivability of aircraft and operational flexibility.
4. Disaster Management Role
ELFs can be used during:
Floods
Earthquakes
Cyclones
Other emergencies
Relief materials and rescue teams can be transported even if airports are damaged.
ELF in Assam – Why it matters?
The recently opened ELF in Assam is strategically significant because:
Northeast India is close to the India–China border
Enhances connectivity in a sensitive defence region
Strengthens India’s border infrastructure and surveillance
Supports both defence and humanitarian operations
It reflects India’s push for dual-use infrastructure (civil + military use).
Technical Features of an ELF
Long, straight highway stretch (usually 3–5 km)
Strong pavement to handle heavy aircraft
Removable central dividers
Advanced lighting and navigation support
Parking bays for aircraft
Air traffic coordination systems
UPSC CSE Relevance
Prelims:
Can be asked as a current affairs question
Location-based or defence infrastructure question
Mains (GS Paper III – Internal Security & Infrastructure):
Role of border infrastructure in national security
Importance of dual-use infrastructure
Strategic importance of Northeast India
Key Takeaway for UPSC Aspirants
Emergency Landing Facilities represent India’s shift towards integrated national security planning, combining infrastructure development with defence preparedness — a highly important theme for UPSC Prelims and GS Paper III.
