In December 2019, the Government approved to merge the eight different services of Indian Railways recruited combinedly through Engineering Services Examination (ESE) and Civil Services Examination into a single Indian Railways Management Service (IRMS) as part of a structural reform in the sector.

Presently, following five services of Indian Railways, considered as the technical services were recruited through Engineering Services Examination (ESE):

1. Indian Railways Service of Engineers (Civil Engg.)
2. Indian Railway Service of Signal Engineers (E&T Engg)
3. Indian Railway Service of Mechanical Engineers (Mechanical Engg)
4. Indian Railway Service of Electrical Engineers (Electrical Engg)
5. Indian Railways Stores Services (for all the branches)

The other below three services, considered as the administrative services were recruited through Civil Services Examination:

1. Indian Railways Traffic Service
2. Indian Railways Accounts Service
3. Indian Railways Personnel Service

There are speculations that the fresh recruitment to the IRMS cadre would be done through Civil Services Examination. However, the official notification is yet to come on the same. However, as per the latest updates Railway Minister Piyush Goyal and Railway Board Chairman VK Yadav held a meeting with representatives of various cadres and railway unions on Wednesday i.e. Aug 5, 2020 in regards to the merger of the railway services.

It is conveyed that future recruitment of IRMS would be through UPSC civil service exam while posts requiring technical expertise like those in the Research Designs & Standards Organization (RDSO) will be filled through a different process.

The merger of the railway services and recruitment of IRMS through the Civil services examination will hugely affect the Engineering Services Examination in the following manner:

a) The railways posts constitute a major chunk of the total vacancies in the Engineering Services Examination. The number of posts recruited through ESE will be reduced specially in Mechanical, Electrical and E&T Branches.
b) Most of the candidates preparing for ESE aspire to join the Indian Railways which is considered as the best among all the services in ESE. They will not get a chance to enter Indian Railways through ESE.
c) Indian Railways have already withdrawn all their vacancies from ESE-2020. There is less probability that fresh recruitment to IRMS will be done through ESE.

Amidst all this, the candidates are in a dilemma whether to prepare for the ESE or not? As UPSC has released 2021 calendar and there is no mention in regards to IRMS or railway recruitment.
