Build and test an Arduino CTCSS Encoder

Had a thought the other day on making an Arduino do CTCSS for old Ham radios. This is what I came up with.
Thanks to the guys that came up with the original code pieces. All I did was incorporate the CTCSS code from ON7GF and some of the OLED display code from randomnerdtutorials (listed below)
