Best Early Game Weapon - MG Negotiator Staff & Location - The Surge

The MG Negotiator staff is an incredibly powerful weapon you can get ahold of pretty early in The Surge. In the second zone (after the first boss), you can cut off the arm of a security guard to get this staff. This staff has insane range and built in elemental damage.
