How To Undervolt AMD RX 570 and RX 580 (How to lower GPU temp upto -10c)

This is a longer tutorial about why you should undervolt your Video card.
The basics are to lower you State 7 Core voltage to one that is just high enough that the system does not crash and runs stable in games.
The reason we undervolt out video card is because the default voltages that AMD set for their video cards in most cases are much higher than needed making the card use more power and run hotter than needed.
