This was the previous month's installment of Reading Japanese Meet, specifically cars leaving. There was a large police presence to control the exit, which worked in providing a safer exit video for you. However the police had a disagreement with an individual, who refused to move from the central reservation. He later ran when re-approached to discuss his actions. I believe it was all settled in the end with some fair policing.
