Russians evacuate people to create a pretext to attack

The most favorable Course of Action would be if Russian false statement about threat of Ukrainian attack would be their step forward in the “information war” as they see it.
The most dangerous Course of Action would be if Russia’s false statement about threat of Ukrainian attack would be a false pretext, an excuse to launch a real attack against Ukraine. In this case, Russians pretend they need to evacuate people from the occupied areas of Donetsk and Luhansk so that they could shell occupied by them civilian districts and create a pretext for invasion.
