Blender 2.80 - Small area light bug

Does somebody experience the same problems with small area lights in Blender 2.8 using Cycles?

These are the two effects:
1. The differences between CPU and GPU rendered tiles. CPU tiles are always darker.
2. The moiré effect that also becomes stronger with smaller lights.

Here I have used 2 area lights and animated their size vom 4m to 0.1mm. They don't have to be very bright. I have another szene where a lot of 20W lights were just far away and produce these two effects.

Effect 1 can be eliminated by just rendering with one device (GPU or CPU), but which produces the correct results? Effect 2 still remains without solution. Maybe when others could also report a bug (I already have) then it would get a much higher priority.
