Is OpenAI still open?

OpenAI, now mostly known from GPT-3 / GPT-2 is in a very unique position as a company. I tried to cover this topic as objective and neutral as possible, still, everything said here is my opinion. I am a big fan of many things produced by OpenAI, like GPT-3, GPT-2, PPO. Their algorithm (PPO) is something I use all the time, so it's not like I don't have a bias.
