kerala and Uttar Pradesh a factual comparison

This is a fact check based on the recent comment of Chief Minister of Uttar Pradesh mocking the health infra of Kerala. At the start of this century, one in three girls in UP had never been to school, while kerala had universal enrolment. Education and health services in the two states echo these differences. A primary health center in kerala left unstaffed for a few days may lead to public protests at the district offices, while a rural school in UP can be non functional for years and produce no civic protest. Woman participation differs widely in two states, as teachers, social workers and in many other areas. Kerala is leading the HDI, among other Indian states since its formation back in 1956. Long standing social movements against caste divisions, culture, and openness for foreign influence, all these factors helped, but, history is not all. Lower infant mortality rate, higher immunization coverage, lower fertility rate, some times better that US and at par with Europe and a positive sex ratio of 1058 women per 1000 men, these are just some true facts.
Speaking of health care, almost all the villages in kerala have a public health center, while in UP, the same is as low as 6% villages. With clean, secure and privacy respecting health care centers, there is no wonder, Kerala is considered as the best place to die in India.

At the same time back in UP, the population have increased by 25% in the last 15 years, and sadly the Public health centers reduced by 8%. The famous book “ India – Development and Participation” by Jean Dreze and Amartya Sen published by Oxford University press, suggest that, kerala’s success is the result of public action that promoted extensive social opportunities, and the wide spread, equitable provision of schooling, health and other basic services. They argue that UP’s failure can be attributed public neglect to opportunities. Gender equality play a major role in kerala’s success, while UP has a long well documented tradition of oppressive gender relations, and extra ordinary sharp gender inequalities in illiteracy and women’s participation.

Focusing back to health, a new-born in Uttar Pradesh is expected to live four years fewer than in the neighbouring state of Bihar, five years fewer than in Haryana and seven years fewer than in Himachal Pradesh. Back in 2002, that is 15 years earlier itself, Kerala was declared the first `baby friendly state' in the world jointly by UNICEF and WHO. Uttar Pradesh contributed to the largest share of almost all communicable and no communicable disease deaths, including 48 % of all typhoid deaths, 17 % cent of cancer deaths and 18 % cent of tuberculosis deaths.


All these pointing to one simple fact. The UP politics and governments are so affected with religion, cast and creed. The Radical parties are nourishing it for their own existence and other vested interests. A society can be caught in a vicious cycle, as in UP, or be propelled by virtuous one, as in Kerala.
So Kerala have a lot to learn from UP, as it is a the best example of choosing the religious terrorists and radicals for ruling, and keratitis can take the oath of never letting them into the state.
