The unemployment insurance boost has been reauthorized to $400 per week, or more than $1,600 per month, and a host of other stimulus measures have been signed into law via executive order.

President Trump just announced huge changes to the stimulus bill talks. While the stimulus checks were not discussed, Trump just signed an executive order for four stimulus proposals:

1. Unemployment insurance extension
2. Eviction ban
3. Payroll tax cut
4. Student loan breaks

The unemployment extension was hotly debated in the stimulus talks. The 600 unemployment was a weekly boost to all unemployment benefits recipients but the unemployment insurance expired July 31. The new unemployment insurance is going to be $400 per week.

Trump is signing the unemployment extension into law via executive order. Signing the unemployment extension into law instead of having Congress include the unemployment extension into the CARES Act, HEALS Act, or HEREOS Act is legally dicey; however, if the Democrats sue Trump to stop the unemployment extension of $400, then stopping the unemployment extension might be seen unfavorably in the eyes of voters.

Next is the payroll tax suspension. Suspending the payroll tax could potentially increase workers' pay by 7.5%-15%, but there are a lot of problems with suspending the payroll tax. Implementing new payroll tax procedures will take time to do. President Trump also said he wants to make the payroll tax suspension permanent if he wins reelection. The suspension of the payroll tax now is only good until November 3, and employees will still have to pay the tax later. And the payroll tax cut will only happen for employees making below $100,000 per year.

The eviction moratorium (i.e. the eviction ban) is reauthorized and set to not expire until the end of the year.

Student loan deferments will also be extended until the end of the year.

Trump also wants to cut the income tax and capital gains taxes to boost the economy as a stimulus measure. The stimulus checks also need to be signed into law via Congress, although both sides already have agreed to the stimulus checks so most people think it is a matter of time because the stimulus checks are signed into law.
