With 3.9 Million inhabitants make it the most populous city proper of the European Union. It is surrounded by the state of Brandenburg, and contiguous with Potsdam, Brandenburg's capital. The two cities are at the center of the Berlin-Brandenburg capital region, which is Germany's third-largest metropolitan region after the Rhine-Ruhr and Rhine-Main regions. Berlin straddles the banks of the River Spree, which flows into the River Havel in the western borough of Spandau. Among the city's main topographical features are the many lakes in the western and southeastern boroughs. Located in the southeastern section of the city, Neukölln was founded in the 1200s by the Knights Templar. First an independent city known as Rixdorf, village life centered on Richardplatz. After years of being billed as up-and-coming, Berlin's Neukölln neighborhood is in the midst of wild gentrification. Rents have raised considerably and the locals have changed dramatically since it was romanticized by David Bowie with his song "Neukölln".
