DEWA | Connecting and Paying for Water & Electricity in Dubai | Real Estate FAQs
Government Utilities in Dubai are controlled by the Dubai Electricity and Water Authority more commonly known as DEWA.
A property needs to be connected up to DEWA to receive the basis electricity and water services.
Connections can be done in person or online
o An end user need to register and connect their property to begin using the services.
o For a tenant a landlord must first register the property under DEWA before a tenant can then connect the services under their name. In order to do this they must have an Ejari showing they have registered their tenancy contract.
o The DEWA number is required as well to do the connection and this number can be found next to the main door or all apartments and villas.
A security deposit of AED 2k for apartments and AED 4k for villas (plus admin fee of AED 20) is needed to connect and there is also a non-refundable connection fee of AED 120 (plus AED 20 admin). This is in place to ensure that any outstanding charges are covered and the security deposit is refunded once a final bill has been requested and fully paid off.
Bills are paid monthly and can be done through various channels. The easiest is online or through the DEWA app but it can still be done in person at various store outlets and kiosks across the city.
o An end user of a property of course pays their own bills and a tenant generally pays the bills of the property they are renting, unless otherwise agreed in the contract. On short-term rentals it’s more common for it to be included as part of the rental fee.
o Ensure to pay bills on time as when payment becomes overdue the connection gets cut. It then costs about AED 100 to reconnect again once the outstanding is cleared.
o New tenants should check that a landlord can show any previous tenants or owners bills are cleared.
The main expense on DEWA bills in many cases is actually the Housing or Municipality Fee which equates to 5% of the rent value which is distributed across the monthly bills through the entire year for tenants. For end users the same 5% is charged but on the average rental amount for the area of the property size.
o Average bills therefore depend on the area the property is in, orientation, floor and in villas if there is a swimming pool and the amount of landscaping. Behavior also determines consumption as well as the number of people and the amount of time spent in the property.
