They believe that embarrassment and fines will make others more careful about handling waste. Others, however, criticize the idea, arguing that it’s unfair and even humiliating. Some people claim they were targeted even though they segregated and disposed of their waste properly, but the collection system failed to pick it up on time.
The civic agency defends its approach by saying that the city has been struggling for years with illegal dumping spots and poor waste management habits.
