The Free Movement Regime (FMR) is a special border agreement that allows people living in the border areas of two neighboring countries—such as India and Myanmar—to travel across the border without a visa for a limited period.

Under this regime, residents of both countries who live within 16 kilometers of the border are allowed to cross over and stay for up to 14 days. They can travel for purposes such as meeting family members, cultural events, local trade, or traditional ceremonies.

To benefit from this system, individuals must carry a government-issued Border Pass, which acts like an identity permit. While FMR supports cultural and economic ties between border communities, it is carefully monitored by security forces to prevent illegal activities.
