How do new Interstate highways happen?

Back in the 1950s and 60s, America used to build thousands of miles of Interstate highways each month. But over the past 40 years, western America has not seen a single mile of new Interstate constructed. How Las Vegas and Phoenix teamed up to finally start building one which they desperately need.
