The Philippine Navy starts a crash course on submarine operations!

The Philippine Navy increased its stock of knowledge and skills in submarine operations, in preparation for the plan to procure such a ship for the first time.

The acquisition of France of underwater assets is part of the Navy's efforts to improve its capabilities under the overall modernization program of the Philippine Armed Forces (AFP).

On Tuesday, future Navy and submarine officials engaged French military officials and submarine experts in discussions under a four-day material expert (SME) exchange on operations and underwater warfare.

"In preparation for the upcoming submarine acquisition as part of the Philippine Navy's modernization program, a four-day expert exchange of material with the French Navy SME was carried out," Lieutenant Commander Maria Christina Roxas said in a news statement.

The French Navy delegation, who was received at the Navy headquarters upon their arrival, was led by Colonel Emmanuel Peltriaux, non-resident defense attache to the Philippines.

The mission also included two French submarines, Commander Jean-Christophe Marie and Commander Jeremy Bachelier, who according to Roxas's statement, were "specialist French Submarines and Surface Troops."

France is being seen as a source of submarines for the Navy, although other countries, including South Korea and Russia, also expressed their interest in supplying naval underwater needs.

The Navy continues to oversee the French Scorpène class submarines.

Roxas said the French mission was borne by Deputy Navy Admiral Robert Empedrad with Admiral Christophe Prazuck, head of the French Navy, during the 2018 Euronaval Exhibition held in October 2018 in Paris, France.

During their discussions, Prazuck committed to sending a French Navy SME team from "different war fields to engage the Philippine Navy as a consultant, and sharing best practices and providing recommendations that could contribute to the Philippine Navy submarine submarine warfare capability development program."

Earlier, Defense Minister Delfin N. Lorenzana signed a non-binding agreement with France for defense and logistics cooperation, an agreement that was seen as putting the Philippine military one step closer in getting a Scorpene-class diesel-electric submarine.

Meanwhile, the Navy will send two of its ships to the Middle East to transport Filipinos who will be repatriated from Iraq, Libya, Iran and other Middle Eastern countries, which experience volatility in security.

The ceremony for the two ships is scheduled at 3 pm. on Tuesday, with no less than President Duterte presiding over the event distributed by the Navy.

Empedrad said the two ships were praised by 130 crew members each, and more than one hundred members of the medical team, SWAG personnel (Special Warfare Group) and repair personnel, who would form task groups.

"Based on the President's instructions, his main mission is to bring back Filipinos affected by the Middle East," Empedrad said.
