Phase 2: Mark Luttrell Transition Center (MLTC) Tour

In Part II of TDOC's special mini-series on the Mark Luttrell Transition Center, Commissioner Parker takes us through Phase II of the program; Phase II expands on the programming in Phase I, however, the residents are required to maintain a job working inside the facility.

"They're going home before long, so we use that as a sort of test run to see how they do," says Commissioner Parker, referring allowing the offenders to work outside of the secure perimeter of the facility with an officer.
