slumlord or climate change? #flooding

As nice as Lisbon is, landlords will not do anything until they absolutely have to.
my friend has been on her landlord for a year to address water coming in through the roof when we had more than a few days of rain last year, now that rains are heavy again, she has water coming through the vents. landlords don't care and the courts is not like in the states where you could get a quick resolution. it would take years to resolve.

heavy rain is climate related but the poor construction is greed.
