Why Wasn't Spain One of the Axis Powers in World War II?

Given the ideology and help Spain's dictator, Francisco Franco, had received during the Spanish Civil War, it remains somewhat of a mystery to many why he did not repay his debt to Germany and Italy and join the Axis during the Second World War.
