BAH — Basic Allowance for Housing — is meant to cover housing costs for servicemembers stationed overseas. But the rates are based on surveys that lag real markets by one to two years. Landlords see the BAH rate and set rents to match it. The military has no incentive to fix it. Taxpayers fund the gap.

A DoD Inspector General report documented how overseas BAH rates consistently exceed fair market value.
