Starting Honda 40/50 HP with the Dreaded Electric Choke or By-starter Valve

So as a Honda mechanic a problem I ran into was dealing with these. You have to have zero throttle for it to work. This motor has been sitting for 3 months. We start at hooking up the fuel, water and go through the steps to run the engine. Also remember if you can run non-ethanol fuel or rec gas short for recreation do it.
