To view this video in 3D, all you need is a phone attachment you can find on Amazon and the Youtube app on your telephone. So far I have tried the Veer mini goggles ($8) and I am Cardboard's Pocket 360 ($15). Both work well, but have their pros and cons.
The Veer mini-goggles are less expensive, but the attachment part will block a portion of the phone display and can make navigation difficult while the attachment is on.
The Pocket 360 makes it much easier to use the phone when attached, but has greater magnification which can be a plus or minus depending on your needs. You can see details better, but will need to move your head more to see the whole video.

Once the video is loaded, you'll want to make it full screen horizontal, then pause it. On the top right of the screen, you'll see 3 vertical dots. Push that, then make sure the quality setting is at a minimum of 720s (you'll likely need to be on wifi for smooth viewing). Along the bottom right, you'll see an icon that looks like a superhero mask. Push that and the video will immediately start playing in the 3D format.

If you have the Playstation VR or other VR headset, you can use those for a much better effect, of course.
