The HAL Twin Engine Deck Based Fighter (TEDBF) is a program to develop a twin-engine, carrier based, multirole combat aircraft. It is under development by ADA, HAL and DRDO for the Indian Navy. It is a canard-equipped, twin-engine variant of HAL Tejas with higher thrust and payload capacity and will be comparable to the Rafale-M. The TEDBF is expected to replace the MiG-29K in Indian Navy service onboard the INS Vikramaditya and the upcoming INS Vikrant.

The program was introduced after naval variants of HAL Tejas and HAL Tejas Mk2 were determined to be inadequate and rejected by the navy. A model of the aircraft was displayed at Aero India 2021. The first flight is expected in 2026 with induction into the forces by 2032. The TEDBF is expected to perform multiple roles like combat air patrol, air-to-air combat, anti-ship strike and buddy refueling.

The design's twin-engines are expected to give shorter take-off performance from the Indian Navy’s Short Take-off But Arrested Recovery (STOBAR) aircraft carriers. As a dedicated deck-based fighter, it will feature folding wings for storage. The TEDBF will predominantly be equipped with indigenous.

The LCA Project (Light Combat Aircraft) was launched in the 1980s to develop an indigenous Indian fourth-generation fighter for the Indian armed forces. Development was slow and it only resulted in the HAL Tejas in the early 21st century. Funding for development of the naval variant began in 2009, in response to Indian Navy's requirement for 50 jets. The Tejas naval version first flew in 2012. The aircraft was determined to be overweight for operations by the navy and naval variants of HAL Tejas Mk2 were proposed for development, but were later rejected by the navy in favour of a more capable twin-engined version. The navy although continued to test new prototypes of the Tejas to let DRDO gain experience for operations like ski-jump, arrested landing and hot refueling. In January 2020, the Tejas performed its first aircraft carrier ski-jump assisted take-off. The experience gained in operating the naval prototype provided input to the development of the TEDBF aircraft.

The design concept study by ADA began in January 2020. Development of the aircraft was expected to be accomplished six years after the release of funds, with the project cost less than ₹13,000 crores. The fighter is expected to have a weight of 23 tonnes and will be in the same class as fighters like Dassault Rafale. It will have a top speed of Mach 1.6 and will feature foldable wings to facilitate easy storage on an aircraft carrier. A model of aircraft was shown at Aero India 2021. The design will have a length of 16.3 meters and a wing span of 11.2 meters (unfolded) and a wing span of 7.6 meters when folded, a service ceiling of 60,000 ft and a g-limit of +8/-3.

Government approval for the project was given in mid-2020. The aircraft will have canards to increase the lifting surface area and will employ two General Electric F414 engines. The first flight is expected in 2026.

A proposed air force variant of aircraft is named the Omni-Role Combat Aircraft (ORCA) and is under study. The Indian Air Force requires more than 750 aircraft between 2030 and 2050. The ORCA is being developed in addition to HAL AMCA.
