Here's the number of balloons you'll need:
16 red 5-inch balloons
28 pastel pink 5-inch balloons
8 red 9-inch balloons
6 red 11-inch balloons
24 pastel pink 11-inch balloons
10 hot pink 11-inch balloons
2 red 17-inch balloons
4 pastel pink 17-inch balloons
2 hot pink 17-inch balloons

For this balloon garland, you'll need to make:
- 2 red quads using a 17-inch balloon and 3 of the 11-inch balloons
- 2 pastel pink quads using 4 of the 11-inch balloons
- 4 pastel pink quads using a 17-inch balloon and 3 of the 11-inch balloons
- 2 hot pink quads using a 17-inch balloon and 3 of the 11-inch balloons

Then you'll need to add:
4 red quads using 4 of the 5-inch balloons
4 red duplets using 2 of the 9-inch balloons
6 pastel pink quads using 4 of the 5-inch balloons
2 pastel pink duplets using 2 of the 5-inch balloons
2 pastel pink duplets using 2 of the 11-inch balloons
2 hot pink duplets using 2 of the 11-inch balloons
