Back in the 1940"s & 50"s home owners could not afford air conditioning so they would install vent grates in the basement on the cold air return of the furnace. During the hot summers they could turn on a auxiliary switch for the blower only and it would draw the cool damp air into the cold air return forcing it out to the upstairs areas. However, not realizing that having a water heater installed next to it can steal the fresh makeup air that the water heater needs at the flame shield area below and the draft hood area above. If the cold air return and blower are in function while the water heater turns on that can improperly pull the byproduct exhaust gas out of the water heater draft hood and/or flame shield distributing carbon monoxide in that direct area or throughout the house. This method can still be used today to achieve cool air in your house as long as the vent grate is not by the water heater.
