Tbilisi, Georgia: Crime and Culture (poverty vs. family and work)

We arrived in Tbilisi, Georgia yesterday. Already we can see a substantial improvement in the crime rate in relation to that of the United States. This contradicts the established narrative that poverty automatically causes crime, because Georgia has less than 1/10 the per capita nominal income of the U.S.

Does a low nominal income cause crime, or is the real explanation more closely related to a bad family life (absent fathers, etc.) and a low level of culture? Are academics and politicians trying to sell us a scapegoat, simply because no one wants to hear the truth with its disturbing implications?
