GTA San Andreas [Mobile] Police reaction to traffic violations mod

Added a version for mobile devices in three variations:
- Standard - the police react to speeding and collision with something, after which the pursuit begins and a fine is charged;
- Simplified - the police react to speeding and collision with anything, after which you will receive 1 star of the wanted list without prosecution and a fine;
- No damage - the police react only to speeding, after which the pursuit begins and a fine is charged.
In the mobile version, as well as for the PC version, there are three speed limits - urban, rural and night.
