Europe Whole and Free? The Future of the OSCE

November 20th marks the 30th anniversary of the Charter of Paris for a New Europe; the political agreement among 34 North American and European countries that essentially ended the Cold War. It was signed under the auspices of the CSCE and gave birth to its successor, the OSCE.

Three decades later, freedom is still elusive for many; the continent is not fully at peace, and Europe is again wracked by divisions, in part exemplified by the current leadership crisis at the Organization for Security and Cooperation in Europe (OSCE).

What are the prospects for Europe becoming more whole, free, and at peace? What is the future of the OSCE, and what is the role and responsibility of the United States?
