India has cleared the 260 MW Dulhasti Stage-II Hydroelectric Project on the Chenab River in Jammu and Kashmir, marking a significant development in the Indus river basin after the Indus Waters Treaty was placed in abeyance. Approved by the Expert Appraisal Committee of the Ministry of Environment, Forest and Climate Change in December 2025, the project is designed as a run-of-the-river extension of the existing Dulhasti power station operated by NHPC.

While Indian authorities maintain that the project complies with technical norms and strengthens regional energy security, Pakistan has strongly objected, calling it a violation of the Indus Waters Treaty and accusing India of “weaponising water.” Islamabad argues that unilateral hydropower development on the Chenab threatens its downstream water rights and regional stability.
