Lord Bates resigns after being two minutes late. (Subtitled)

This is a speech given under some stress, you will see how Lord Bates starts sentences that he does not finish, or he changes them as he goes.
As for the language, remember that in the House of Lords you don't use "you" to adress other members. You refer to them as "the Noble Lady " or "My Noble friend" or similar.

Vocabulary:
-Leave (permission)
-Despatch Box, the actual box containing important Government documents. For most uses we spell this word "dispatch" but the spelling "despatch" is favoured for Government uses. (See the boxes in the first season of "The Crown")
-Resignation. Giving notice to your superiors that you don't want to continue performing a job.
-The speaker of the house chairs debates and is supposed to be politically neutral. A House of Lords whip, unlike a house of Commons Whip or their American counterparts (House of Cards, anyone?) answers questions and replies in debates.
-Hear Hear! Short for "Hear her!" or "Hear him!". Expresses agreement with the person speaking.
