If you did everything and you're still receiving errors, try this method (Credits go to Wayne Ho)

I managed to fix my error notifications and "not Play Protect certified" problems.
1. Before I reached step 9, I downloaded Device ID app by VTechno. Then, I cleared my cache and data from Google Services Framework. Open Device ID this time and you will see there is no GSF ID.
2. I open Play Store and keep pressing retry until I got my GSF ID on Device ID app. Sometimes, there isn't a even a retry button and you will get your GSF ID straight. You may need to restart your device and try again if it doesn't show up (it took me a long time to finally get it).
3. Then, after I successfully got my GSF ID from step 8, I proceeded to step 9.
4. After that, I copied my GSF ID from Device ID app and registered my GSF ID with Google at this webpage https://accounts.google.com/ServiceLogin?passive=1209600&continue=https://www.google.com/android/uncertified/&followup=https://www.google.com/android/uncertified/
5. After that, I don't do anything (don't check Play Store or Google-related stuff) on my device for 30mins to 1 hour, just wait for the ID to be registered.
6. Then, after 30mins to 1 hour, I restarted my device and the problem is fixed! No more "Not Play Protect certified" problem. I can even use Google apps casually and I don't even need to disable notifications as I don't receive them anymore
