Ellicott City plan chosen to address flooding

Howard County Executive Calvin Ball announced on Monday his choice for the future of the historic and flood-prone Main Street in Ellicott City. Some elements of the five-year plan surprised some people. Ball acknowledged there are many open questions. He called the plan ambitious, but claimed it is also achievable and realistic.
