PayPal Mastercard Approved but with a Caveat---Credit is Established but credit limit is low, Why?

Got approved for a very popular card but with a very "Low Credit Limit", not enough to make cash back on. I ended up questioning customer service, but no specific answer was given, which was very frustrating. Therefore, before you guys apply make sure you really want this particular card. Might not be worth a credit pull because there are other credit cards that will give the same 2 percent cash back. Good luck!
