Shachi and Penguin were snotty little kids growing up on Swallow Island in the North Blue.

Shachi is one of the pirates who didn't faint from Conqueror Haki that Silvers Rayleigh deployed at the Human Auction House in Sabaody. Even so, Shachi admitted that he almost fainted, while Penguin looked cool at that time. This happened in chapter 504.
There were many of Law's subordinates who didn't reach Onigashima, including Jean Bart who could actually be counted on as a protector.
