Here's some context incase you're confused:
Manuel Noriega was the dictator of Panama who participated in the dr*g trade in the 1980s and the CIA invaded Panama to oust him. However, he took refuge in an embassy uninvited in the country's capital... so for the next 3 days, the CIA blasted music until he would leave the embassy and surrender. (And they actually played the last song in this video during his 3 day standoff)
