In colder weather it's normal for the heat pump to freeze due to the fact that the outdoor evaporator coil becomes colder than the outdoor ambient temperature.
If the coil is a block of ice then it needs to be inspected to ensure proper charge, proper operation in heating mode and that the defrost operation is occurring normally.
