Did I Buy a Stolen classic Mustang

I made a deal to buy a 1966 ford mustang that the owner restored in the 80s, but has sat in the garage since 2006, we struck a deal on the car and loaded it up, when I went to verify the VIN under the hood the numbers were hand stamped, this was a red flag to m so I had the owner sign an agreement that if the hidden vin under the passengers fender did not match he would refund my money, well after pulling the passenger fender for the other hidden VIN it had no numbers, it did not look like any metal was replaced and did not look like they were ground off. not saying it was stolen but I do not want to take the risk. we returned the car the next day,
