Pedal Go-Kart powered by 12V electric starter motor from a Piaggio Scooter. No electronics.

Just giving the kids a little push on their Puky 500 Kettcar was my initial intention. Would the chosen "black box" starter motor from a 180cc 2-stroke scooter be strong enough? And how could I avoid this motor is getting dragged all the time when the kids drive in pure pedal mode?
