There isn't an issue for Russia more important than that of inter-ethnic relations. That's how Vladimir Putin set the tone for the meeting in Nalchik, which was dedicated to the development of national policy. Discussed were migrant workers, small peoples of the North and whether it could be imagined that Russia's government would follow Europe and at least theoretically would let itself suggest that the words "mother" and "father" be eliminated from the documents.
