“The fight against terrorism is not the affair of a single country, it involves international cooperation. In fact, we have and continue to do so in the region. Just a few weeks ago, several of our soldiers fell on Iraqi soil as part of this coalition. That's the first point. At the same time, from the outset, France has said that Israel's right to defend itself must be exercised within a framework of international law, respect for the rules of war and international humanitarian law. This is also what such a coalition brings - better targeting of the terrorists, exchange of information with partners, greater precision and spare civilians."

“To reassure you, there are currently no plans to send any French troops to the Gaza Strip. What we need above all is to share information, to create cooperation with the countries in the region, to share information, to target the people and then adapt our responses. We are not looking at escalating things."

“France recognizes Israel's right to defend itself and its population. But it recognizes it within a framework of respect for civilian populations, and therefore intervention on the ground if it is to target terrorist groups in a totally identified way, that is a choice they have, and it's in line with the definition I've just given. If it's a massive intervention that endangers the lives of civilian populations then I think it's a mistake, and a mistake for Israel too, because it's not likely to protect Israel in the long term, and because it's not compatible with respecting civilian populations, international humanitarian law and even the rules of war."

“The security response must always be accompanied by a humanitarian and a political response. And that, I believe, is the completeness of the offer we are making, which will also enable for views to converge. Because the great risk, otherwise, is that there will be a huge division within the region, and then internationally and that it will then import itself in the public opinion. I felt that the leaders were committed, very concerned for their region, and we will continue to work with them. They want to do so within a certain framework of discretion, especially when it comes to security issues, which I want to respect."

STORYLINE:
French President Emmanuel Macron sought on Wednesday to promote the prospect of creating an “international coalition” to fight the armed Palestinian group Hamas.

He made the proposal during a two-day trip to the Middle East that started in Israel.

Yet the idea appears to have had little success.

The leaders he met in Israel, the West Bank, Jordan and Egypt didn’t publicly address the issue.

Macron first mentioned the idea on Tuesday at a meeting with Israeli Prime Minister Benjamin Netanyahu.

The French presidency said it would not involve sending troops on the ground.

U.S. officials said they were aware of Macron’s proposal.
