Hosting Windows 11 for clients does not require licenses for the virtual machines themselves. Providers hosting Windows 11 VDIs must ensure their clients have the necessary user licenses. Similarly, end clients deploying VDIs on a service provider's infrastructure must possess appropriate user licenses.
