Moreover, i forgot to mention about the Default gateway.. this should be mentioned in your router while you check your Static IP... Copy the Default gateway from your router's webpage and paste it inside networks in the motion eye OS link where you access your camera. In that choose static IP and paste the default gateway.. this will help you to setup ip camera...
moreover , google will not provide static ip and you should provide internet to your raspiberry pi to work "sorry for mentioning in the video" . You can get static ip from your internet provider.
