AMD ATI Saphire 6950 2GB Micro Shuttering in NBA 2k12

Not sure if this is a video card issue or is it an issue with how the game is displayed on my tv? The game is choppy, when panning the camera in replays, also when bringing the ball up the court it slows down. It continues to have 60 fps, but still the game is slower in a sense of lag. When I had my GTX 260 it played perfectly. Looking for any help.... Maybe its the way the AMD chip uses my TV as a monitor and does not display it correctly???
