Katju made certain observations about
Indian democracy which were seen to be widely appreciated. This is part of that long note he posted in facebook: "In India the majority of people are casteist, communal and superstitious. If we go by their views no progress is possible.
Today India requires scientific thinking to abolish poverty, unemployment, lack of healthcare and good education, etc. But our politics under the present parliamentary system of democracy is largely based on caste and communal vote banks. When most people go to vote in elections they do not see the merit of the candidate, i.e. whether he is a good man or bad man, educated or uneducated, etc but only his caste or the party representing a caste or religion..... Therefore we must have a new system in which the leadership of the country comes in the hands of genuinely scientific, rational and patriotic thinkers whose only concern is welfare of the people, and not self aggrandizement.. This is not possible under a system based on majority vote of people with a backward, feudal mindset"
In this presentation, it is argued that the above observations repeat what that ancient enemy of open society, Plato said many centuries back: "“The wise shall lead and rule, and the ignorant should follow.”.The learned judge is asking a wrong question here. The question he asks, “Who should rule?” should be replaced by the new question: “ How can we so organize political institutions that bad or incompetent rulers can be prevented from doing too much damage? "
Justice Katju, in his comments below the said post, advocated a revolution like French revolution in India. This is a dangerous solution. We should not forget that wherever such "utopian social engineering" was ever attempted, it had resulted in much human misery. In contrast, "Piecemeal social engineering" approach is the one that is rational and desirable.
