When the economic reforms were unleashed in 1991, then Prime Minister P V Narasimha Rao gave political backing to then Finance minister Manmohan Singh who attempted the widest consensus possible, by speaking to bureaucrats as well as to all political parties on the Right and Left, such as the BJP and the CPM & CPI. There is a similar need to generate consensus on agriculture marketing reforms as well as in agriculture, former deputy chairman of the Planning Commission Montek tells ThePrint's National Affairs editor Jyoti Malhotra.
