IMF calls for the Global Tax. Is this going to go through? If it does how is it going to change the tax rates in low-tax countries?

IMF is talking about global collaboration in order to fight tax competition. In short, they don't want companies to be able to relocate to a lower-tax country. By introducing global minimum corporate tax these incentives will not be there, because companies will have to pay the same amount of tax regardless.
