Double Alternator Failure in IMC with Live ATC

Doing my currency training on a low ceiling day. 5 minutes after departure I had a low battery indication and primary alternator failure,. The Skylane I fly has a backup alternator. When I switched this on it did not charge the battery and was not working. Since the battery was steady voltage and I was only 15 minutes from my airport I made direct for the airport and did not declare an emergency.
